Exporters who do not enjoy bonded warehouse facility will be allowed to get refund of customs duty and value-added tax paid on import of raw materials without physical inspection reports on export goods as National Board of Revenue has relaxed rules in this connection.
NBR has recently issued a special order relaxing the condition of mandatory submission of physical inspection reports on its online system for providing duty drawback to exporters.Exporters will enjoy the benefit until June 2019, the order said.
Exporters, who do not have bond licences, get back the customs duty, VAT and other taxes they pay on import of raw materials for manufacturing of export goods.
Duty Exemption and Drawback Office (DEDO) of NBR will provide refund, known as duty drawback, to exporters without the physical inspection reports.Officials said that NBR relaxed the provision as exporters were facing problems in getting duty drawback as many customs houses and land customs stations could not upload the reports on the Asycuda World System.
The online system is yet to be fully implemented at all customs houses and customs stations creating the problem, they said, adding that the exemption would expedite the export of goods and refund process for exporters.
NBR in 2011 made the provision of uploading physical inspection reports on the Asycuda World System for processing of duty drawback applications.
Customs officers at customs houses and customs stations are responsible to insert the information and upload the inspection reports.
According to the NBR order, DEDO officials will now provide refund even if the physical inspection reports are not provided in the system, but they will have to be sure about the completion of export and realisation of foreign currencies through examining the related documents including proceeds realisation certificate (PRC) and e-exp.
In another order issued on September 5, NBR also extended the exemption time for jute and jute goods till June, 2019.
