AAMS Arefin Siddique, Former Vice Chancellor, University of Dhaka :
Digital law is needed because digital crime is prevailing through the misuse of technology, hence the need for control.
However, it must be made sure that this does not create obstacles for journalists. Our constitution clearly states the freedom of the media. It has to be made sure that freedom-loving people are not harassed in any way, but neither can we loosen control regarding the misuse of technology.
I believe that we need to keep an eye on the legal obligations that are applicable to journalists. Journalists are claiming that prior approval is needed from the Bangladesh Press Council in order to hold this law on journalists, but the executive wing of the government did not give any approval.
Prior approval must be taken from the Bangladesh Press Council if any action is to be taken against a journalist, very much the same way prior approval is needed before any investigation into any corruption allegations against a government employee. Perhaps then the misunderstanding stemming from this law will be resolved.I believe that strict measures are needed for controlling misuse of technology, or else it cannot be prevented. But neither can the general people be prevented from their right of free expression. I’m sure the new digital law will not negatively affect journalists if a framework to ensure free press can be established through the Press Council.
