Women account for nearly half the 170 million population in Bangladesh. Participation of women in politics and development program is essential for the optimum use of human resources. A society that ignores its women and keep them illiterate can’t progress. Education is vital for empowerment of women. Then comes the question of jobs. Women must have say in the issues that affect their lives. The empowerment of women also means ensuring their basic rights.
Women started getting special importance in the politicizes of the United Nations (UN) since mid 70s when it declared the 1975 as World Women Year and 1875. 1985 as World Women Decade. The first ever Women Conference was held in Mexico that year, which was followed by conferences at Copenhagen, Nairobi and Beijing.In the fourth World Women Conference in Beijing, a “Platform of Action” was adopted for the overall development of women and Bangladesh is one of the signatories to the action program. To formulate policies for the overall development of women, an independent ministry, Women Affairs Ministry, was constituted in 1978. In 1983, the number of reserved seats for women at each UP was raised to 9 from 3. Upazilla Nirbahi Officers used to nominate women to the three reserved seats. In 1993, another provision was made to fill the three reserved seats through indirect election by UP members. Four years later the government in a landmark decision made to provision amendments to the Constitution. In December 1997, UP election was held in the country with much enthusiasm. In 13,404 reserved seats at 4468 unions of the country women were elected in direct balloting.ICT enable to create a significant impact on our life. It is inevitable to all spheres of socio-economic, cultural and political activities. ICT can create an unprecedented opportunity for achieving national development goal. ICT is considered as an essential tools for poverty alleviation and use of ICT is vital for Bangladesh to fulfill health service, achieving targets of educational development and finally play a significant role to eliminate poverty similarly, the use of ICT can contribute to the empowerment of women. Access to information for the village destitutes under privileged, less privileged women and providing the ICT service will undoubtedly make sure the empowerment of the women. This ICT as socio-economic and geographical barrier overcoming agent must be utilized as the tool for total development of the country. So govt. is cordially working for availability of ICT for the women. The main objective of ICT is focused on giving access to ICT and women empowerment through providing ICT service for the under privileged women of the village. Specific objectives are as follows :-
1.To set up information centers In all upazillas of Bangladesh
2.To motivate 10 millions of the village women about ICT and to help solving daily problems though ICT.
3.To provide e-commerce support.
4.To form technology knowledge based groups through e-learning.
5.To promote development of web portal, information stock house and IPTV under the management of the project.
Use of modern technology is one of the main facilitating agent for women empowerment and development. Under the project of women empowerment three modern and effective software’s have been made. These software’s have not only opened up the door of knowledge and access to information to village women but also to all startup of women in Bangladesh. For any query and instant help these technologies have been placed online. As for example one web portal has been made for the women. Its address is as follows www.totthoapa.gov.bd. women are the pivotal subject of the web portal. The web portal has been made both in Bengali and storage and IPTV. All information of the project have been presented though the web portal and all necessary information data’s of ministry, Jatiyomohilasangstha and project have inserted to this web portal .Though this portal one can easily get into information storage and IPTV Information storage is the combined store house of related data’s on health, education, business, agriculture legal aid and gender. The address of the information storage is as follows https://info.totthoapa.gov.bd. There are textual audio, video, animation contents in the storage. The women of both village and sub-urban are the main beneficiaries of the information storage.The service clients of this information storage may belong to teacher community, researchers, policy maker and other specialized person irrespective of caste and creed.With this project web portal one IPTV has been installed. One can see and enjoy a TV though this web portal. Programs are made on female relevant storage and subjects and meant to be published though this TV. There is one archive and collection center of videos and photos.ICT can play significant role for the promotion of women business in village .One team will be formed to develop network and e-commerce association by the village women entrepreneurs. Totthoapa project will launch e-commerce portal so that the entrepreneurs products do not become a marketing problem on the issue of distance. The local women entrepreneurs will avail the marketing benefit of their products though this portal.Commitment towards achieving rational success will act as a rising symbol in the line of the women ITES E-learning merchandising and other technical activities. Gradually these local inspired women will be organized though courtyard meeting they will be treated as the member of the mind inspire to national achievement based knowledge will inspire the local women on ICT.
The modern electronics technology based education is generally called the e-learning education. E-learning training though, textual, audio, videos content will be imparted to the member of mind inspire to national achievement and self help group team. They are committed to exchange their skill on ITES (Information Technology Enable Service) by using this method. With this end in view by installing the web portal service of its own the entrepreneurs will be connected. This not only will be their advertisement but also exhibited their products, equip there and finally their success stories will be made word wide which will greatly contribute to the marketing sector of their products Information Service officers and service Assistants who provide services to our women and the project activities, so training has been given due importance to the field level information service officials and the service assistants so that they can meet the knowledge demand of the targeted women and make them self-sufficient through the project. In order to make them skilled man power, training on office project management and ICT service will be imparted. Again they will be given proper training and made them aware on different women and child policies, act, govt. planning, budgetary activities so that they become well equipped all round, efficient and effective leader.
